Steering System of Motor Vehicles – Basic Requirements

1. Scope

This standard specifies the requirements of design and installation of steering system used on motor vehicle.
This standard applies to motor vehicles of category M and N intended for use on the road.

2. Terms and definitions

For the purpose of this standard, the following terms and definitions apply.
2.1 Steering equipment
It means all the equipment to alter the direction of movement of vehicle, including the steering control, the steering gear, the steered wheel and the special equipment.
2.2 Steering control
It means the part directly operated by the driver in order to steer the vehicle.
2.3 Steering gear
It means all the components between the steering control and the steered wheel (with the exception of the special equipment). It may be mechanical, hydraulic, pneumatic, electric or a combination of any of these.
In the case of trailers, it means all the components which transmit the force necessary to the steered wheels in order to obtain a change in the direction of movement of the vehicle.
2.4 Steered wheels
It means the wheels which may be altered in direction, in order to obtain a change in he direction of movement of the vehicle.
2.5 Special equipment
It refers to the part of the steering system, it will produce additional or independent power to accomplish the steering additionally or independently. The additional or independent power may be produced by any mechanical, hydraulic, pneumatic or electrical system, or by any combination of these (for example, by an oil pump, air pump or battery).
2.6 Manual steering
In which the steering power is provided solely by the muscular power of the driver
2.7 Assisted steering
In which the steering power is provided both by the muscular power of the driver and by the special equipment.
2.8 Servo-steering
In which the steering power is provided solely by the special equipment.
2.9 The duration of the manoeuvre
It refers to the time between the moment when the steering control is first operated and the moment when it reaches the position where the measurements are taken.
2.10 Steering effort
It means the force exerted by the driver on the steering control in order to steer the vehicle.

3. General requirements

3.1 The steering – wheel must be arranged on the left side.
3.2 The rear wheels must not be the only steered wheels.
3.3 Servo-steering equipment is not permitted.
3.4 The steered wheels must be designed in such a way as to permit gradual deflection.
3.5 The steering system must have sufficient stiffness and must be rigid and durable to ensure vehicle running safety.
3.6 The steering equipment must ensure an easy and accurate handling of the vehicle for driver in his normal driving position. The steering system shall not be interfered with other components in any of its operation position.
3.7 The steered wheel of motor vehicle shall be able to realize steering reversal (returnability) automatically as to keep the vehicle capable of running steadily and straightly.
3.8 In the case of motor vehicle the rear wheels of which are also steered, as well as the trailer equipped with more than one axle having steered wheels, and semi-trailer equipped with at least one axle having steered wheels, the driver must be able to keep the vehicle in a straight line, without making any abnormal correction, at a vehicle speed of 80km/h (or at the maximum design speed if this is less than 80km/h).
3.9 When the vehicle describes a spiral movement to achieve a turning circle of 24m radius, at a speed of 10km/h, starting from the dead ahead position, the steering effort must be less than 245N in the case of no assisted steering devices. In the case of assisted steering devices, if the auxiliary power supply fails the steering effort required must be less than 588N. The duration of manoeuvre must not exceed 4s in normal case and 6s if there is an assisted steering device and the additional power supply fails. One manoeuvre must be made both to the right and to the left.
3.10 There shall be no great difference between the left and right in respect of the turning angle and the steering effort of steering-wheel when the vehicle is running ahead or turning to left or right.
3.11 It must be possible to steer the vehicle even in the event of total or partial failure of the hydraulic, pneumatic or electrical components of the steering gear.
3.12 When an assisted steering device does not have its own source of additional power, it must include a power reservoir. If the source of power used is compressed air, the reservoir of compressed air must be protected by a non-return valve.
3.13 All of the components of steering system shall be so designed, constructed and fitted that they will surely not to hook the clothes and adornment articles of driver who is in normal operation, not have the rough surface and sharp edges which will aggravate the injury of the driver in the case of impact. They must be easily accessible for maintenance and inspection

4. Test condition

4.1 Test road
It must be a flat, dry and solid horizontal surface.
4.2 Motor vehicle
It must be load to its technically permissible maximum weight, the tyre pressures and the distribution of the weight between the axles must be as indicated by the manufacturer.
