Photometric Characteristics of Devices for the Illumination of Rear Registration Plates of Motor Vehicles and Their Trailers

1. SCOPE

This standard specifies general requirements, photometric and colorimetric characteristics as well as testing and inspecting methods, and inspection rules for the rear registration plate illuminating devices used on motor vehicles and their trailers.
This standard applies to the rear registration plate illuminating devices (hereinafter called “illuminating device”) used on motor vehicles and their trailers.
This standard does not apply to special purpose vehicles.

2. NORMATIVE REFERENCES

The following normative documents contain provisions which, through reference in this text, constitute provision of this standard. At the time of publication, the editions indicated were valid. All standards are subject to revisions, and parties to agreements based on this standard are encouraged to investigate the possibility of applying the most recent edition of the normative documents indicated below.

GB 4785-1998 Prescription for installation of the external lighting and light signalling devices for motor vehicles and their trailers
GB 15766.1-1995 Lamps for road vehicles – Dimensional, electrical and luminous requirements (idt IEC 60809:1992)

3. TERMS AND DEFINITIONS

3.1 For the purpose of this standard, the terms and definitions in GB 4785 apply.
3.2 The illuminating devices shall be divided as category 1, category 2 and category 3 according to their usage (as shown in Figure 1).
There shall be an illuminating area of 440mm × 140mm for the illumination devices of category 1, and 440mm × 220mm for category 2, 300mm × 165mm for category 3. The crossing point of dotted lines in the figure represents the center of illuminance measurement point.

4. GENERAL REQUIREMENTS

4.1 Illuminating devices shall be so designed that the entire surface to be illuminated is visible from the rear within the field of vision indicated in Figure 2.
4.2 Illuminating devices shall be so installed that the angle of incidence of the light on the surface of the plate does not exceed 82°at any point on the surface to be illuminated, this angle being measured from the extremity of the illuminating device which is furthest from the surface of the plate. If there is more than one illuminating device, the requirements in this subclause shall apply only to that part of the plate intended to be illuminated by the device concerned.
4.3 Minimum field of visibility of the surface to be illuminated shall meet the requirements as shown in Figure 2: in vertical section, ?≤85°, ?’ ≤85°; in horizontal section, ?≤60°, ?’ ≤60°. In the case of partial occultation of field of visibility caused by the installation of illuminating device, it shall be determined in the direction in which there is most occultation. Such occultation shall be reduced as far as possible.

5. PHOTOMETRIC CHARACTERISTICS

5.1 At each of the measurement point (see Figure 1), the illuminance B shall be at least equal to 2.5 cd/m2. For the illuminating device with several replaceable light sources, this requirement shall also be satisfied when it is measured with the method in subclause 8.5.2.
5.2 Luminance in illuminated area shall be substantially uniform in so far as the luminance between any two measurement points shall meet following requirement:

where: B1 ,B2 – luminance value measured at any two points, cd//m2;
L1 -2 – distance between B1, B2, cm;
B0 – minimum luminance measured at the various points, cd//m2.

6. COLOR OF LIGHT

6.1 The light of the lamp used in the illuminating device must be white, sufficiently colorless not to cause any appreciable change in the color of the registration plate.
6.2 Illuminating device shall not emit light directly towards the rear, with the exception of red light if the device is combined or grouped with other lamps.

7. PRESCRIPTIONS FOR FILAMENT LAMPS

The lamps used in illuminating devices shall meet the requirements in GB 15766.1.

8. MEASURING METHODS OF ILLUMINANCE

8.1 The laboratory for measuring luminance, the installation of measuring apparatus and equipment shall ensure the measuring results having appropriate accuracy and reproducibility.
8.2 Luminance measurements shall be made on a piece of clean white blotting paper with a minimum diffuse reflection factor of 70 percent (or other equivalent reflecting surface), of the same dimensions as the registration plate. Measurements shall be made perpendicularly to the surface of the paper. The paper shall be placed about 2mm in front of the holder of rear registration plate, and the measuring points represent a circular area with 25mm in diameter.
8.3 In the case of illuminating device with a replaceable light source, voltage shall be adjusted for the lamps in measurement so as to make them producing an illuminous flux equal to the minimum flux specified in GB 15766.1.
8.4 In the case of illuminating device with a non-replaceable light source, measurement shall be made at the voltage of 13.5V and 28V. If the special power supply must be used, the manufacturer shall provide power supply when it is needed.
8.5 Illuminance measurement for illuminating device equipped with several light sources.
8.5.1 In the case of illuminating device with several non-replaceable light sources, measurement shall be made at the voltage of 13.5V and 28V.
8.5.2 In the case of illuminating device with several replaceable light sources, which is equipped with mass production lamps operating at the voltage of 13.5V and 28V, the mass production lamps shall be used. The illuminance shall be not less than the value specified in this standard increased according to the permissible deviation of the luminous flux permitted for the type of the lamp chosen, as prescribed in GB 15766.1. Alternatively, the illuminance measurement may be made with a standard lamp being used in turn, in each of the individual positions, operated at its reference flux. Then the individual measurements in each position are added together to get the illuminance value of that position.

9. INSPECTION METHOD FOR LIGHT COLOR

Supply power to illuminating devices with testing voltage, and observe the change in rear registration plate color.

10 INSPECTION RULES

10.1 In the case of illuminating devices with replaceable light source(s), prescription in clause 7 shall be satisfied.
10.2 The measurement of illuminance shall be made with the methods in clause 8, and the inspection of light color shall be made with the method in clause 9.
10.3 Approval inspection
10.3.1 Manufacturer shall submit two samples, drawings and technical specification, in triplicate, stating the category and the position in which the illuminating device is to be fitted on vehicle.
10.3.1 Each sample must comply with the requirements specified in clause 4, clause 5, and clause 6.
10.4 Inspection on conformity of production
10.4.1 The sample selecting program and the determining procedure is decided upon the agreement between the manufacturer and consumer.
10.4.2 Each sample must comply with the requirements specified in clause 4, clause 5, and clause 6.
10.4.3 The luminance shall not be less than 2 cd/m2. For the uniformity of luminance, the formula in subclause 5.2 shall be satisfied with the factor 2 being replaced by 3.
