3. TERMS AND DEFINITIONS
For the purposes of this standard, the following terms and definitions apply.
3.1. Vehicle identification number (VIN)
A structured combination of characters assigned to a vehicle by the manufacturer for identification purposes.
3.2. World manufacturer identifier (WMI)
The first section of the VIN, designating the manufacturer of the vehicle. The code is assigned to a vehicle manufacturer in order to allow identification of the said manufacturer and, when used in conjunction with the remaining sections of the VIN, ensures uniqueness of the VIN for all vehicles manufactured in the world for a period of 30 years.
3.3. Vehicle descriptor section (VDS)
The second section of the VIN. It provides information describing the general attributes of the vehicle.
3.4. Vehicle indicator section (VIS)
The last section of the VIN. It is a combination of characters assigned by the manufacturer to distinguish one vehicle from another. This number, in conjunction with the VDS, ensures a unique designation of all vehicles produced by each manufacturer for a period of 30 years.
3.5. Complete vehicle
A vehicle that requires no further manufacturing operations to perform its intended function, other than the addition of readily attachable components, such as mirrors or tire and rim assemblies, or minor finishing operations such as painting.
3.6. Incomplete vehicle
An assemblage consisting, as a minimum, of frame and chassis structure, power train, steering system, suspension system, and braking system, to the extent that, those systems are to be part of the completed vehicle, that requires further manufacturing operations, other than the addition of readily attachable components, such as mirrors or tire and rim assemblies, or minor finishing operations such as painting, to become a completed vehicle.
3.7. Manufacturer
A firm or corporation under whose responsibility a complete vehicle or incomplete vehicle is assembled, the manufacturer is responsible for the uniqueness of the VIN.
3.8 Incomplete vehicle manufacturer
A firm or corporation who manufactures an incomplete vehicle by assembling components none of which, taken separately, constitute an incomplete vehicle.
3.9 Final-stage manufacturer
A firm or corporation who performs such manufacturing operations on an incomplete vehicle that it becomes a completed vehicle.
3.10 Intermediate manufacturer
A firm or corporation, other than the incomplete vehicle manufacturer or the final-stage manufacturer, who performs manufacturing operations on an incomplete vehicle.

Two kinds of year, one is the calendar year in which the vehicle was produced , the other is the model year which was determined by the manufacturer.
3.12. Model year
The year used to designate a discrete vehicle model irrespective of the calendar year in which the vehicle was actually produced, so long as the actual period is less than two calendar years.
3.13 Divider
A symbol, character or physical border that may be used to separate the sections of the VIN or to define the limits (beginning and end) of the VIN. Dividers should not be capable of being confused with Arabic numerals or Roman letters.
4. THE CONTENT AND STRUCTURE OF A VIN
4.1 The basic content of a vehicle identification number (VIN)
The VIN shall consist of three sections, the world manufacturer identifier (WMI), the vehicle descriptor section (VDS), and the vehicle indicator section (VIS) with a total of 17 characters.
The VIN shall consist of three sections for the manufacturers who produce 500 or more motor vehicles of its type annually, the first section of VIN shall be the world manufacturer identifier (WMI), second, the vehicle descriptor section (VDS), and last, the vehicle indicator section (VIS). (see Fig.1)
If the manufacturer produces less than 500 motor vehicles of its type annually, the first section of VIN shall be the world manufacturer identifier (WMI), the second shall be the vehicle descriptor section (VDS), the third, fourth and fifth characters of the third section along with the three characters of the first section shall make up the WMI together, and the remaining five characters of the third section shall be the vehicle indicator section (VIS). (See Fig.2)
4.2 World manufacturer identifier (WMI)
The world manufacturer identifier (WMI) is the first part of the vehicle identification number (VIN). WMI must meet the requirements of GB 16737-2004.
4.3 Vehicle descriptor section (VDS)
4.3.1 The vehicle descriptor section (VDS) is the second part of the vehicle identification number (VIN). It shall consist of six characters, (which occupy positions four through nine in the VIN). If the manufacturers don’t use one or several characters of the VDS, the replacement alphabetic or numeric characters determined by manufacturers shall be put in the replaced positions.
4.3.2 The first to fifth character of VDS (which occupy positions four through eight in the VIN) shall identify the characteristics of the vehicle type. The characters utilized and their placement sequence may be determined by the manufacturers.
4.3.2.1 The VDS may describe the characteristics of the vehicle type from following aspects (for detailed methods, see Annex B):
—-Vehicle type;
—-Vehicle structure characteristics (e.g. vehicle body type, cab type, cargo body type, propulsion type, axle number and arrangement type, etc.)
—-Vehicle equipment characteristics (e.g. restraint system type, engine characteristics, transmission type, suspension type, brake type, etc.)
—-Vehicle technical characteristics parameters (e.g. gross vehicle weight rating, vehicle length, wheel base, seat number, etc.)
4.3.2.2 The vehicle type characteristics identified in VDS shall include the information in Table 1 for different vehicle types.
4.3.3. The last position of the VDS (i.e. 9th character of the VIN) shall be the check digit, which can be any number of 0 through 9 or the letter X, and whose purpose is to provide a means for verifying the accuracy of any VIN transcription. The check digit shall be calculated by carrying out the mathematical computation specified in Annex A.
4.4 Vehicle indicator section (VIS)
4.4.1 Vehicle indicator section (VIS) is the third part of the Vehicle identification number (VIN). It consists of eight characters (which occupy positions ten through seventeen in the VIN).
4.4.2 The first character of VIS (which occupies position ten in the VIN) shall indicate the year. The recommended code to be used when designating year is indicated in Table 2 (the code will be circulated once for every 30 years).
4.4.3. The second character of VIS (which occupies position eleven in the VIN) may be used to indicate the assembly plant.
4.4.4. The third through the eighth characters of VIS shall represent the sequence number in the production process if the manufacturer produces 500 or more complete vehicles and/or incomplete vehicles annually. If the manufacturer produces less than 500 complete vehicles and/or incomplete vehicles annually, the third, fourth, and fifth characters of VIS (which occupy positions twelve through fourteen in the VIN), along with the three characters of the WMI, shall uniquely identify the vehicle manufacturer. And the sixth, seventh and eighth characters of VIS (which occupy positions fifteen through seventeen in the VIN) shall represent the sequence number in the production process.
4.5 Characters
Only the following Arabic numerals and capital Roman letters shall be used in the VIN:
4.6 Dividers
The selection of the dividers to be used is at the discretion of the manufacturer, but it shall not be any character used in the VIN (see 4.5) or any character that could be confused with a VIN character, e.g. ☆, ★.

5.2.2 The VIN shall be located on the front half of the right side of the vehicle as far as possible, and shall be located on a structure part of the vehicle which is easily visible and precludes obliteration or alteration (except glass). It can also be located on other easily accessible and observable positions if there is a structural limitation exiting.
5.2.3 The VIN shall be meanwhile marked on product number plate (two-wheel motorcycle and moped may be excepted).
5.2.4 For vehicles of category M1 and N1, the VIN shall be meanwhile permanently marked on the dashboard adjacent to the windscreen pillar. Its location shall be such that it can be readable from outside the vehicle without moving any part of the vehicle in the day time.

6.2.2. If the manufacturing operation is carried out on the incomplete vehicle without complete cab by final-stage manufacturer, and if the retrofitted vehicle belongs to the vehicles of category M1 and N1, then, the final stage manufacturer shall be responsible for labeling the VIN of the original vehicle in the position and manner as specified in this standard.
